Picking a judge for a small claims?

I filled a small claims case a couple weeks ago and I got the guy served and everything, the other day I got a letter from this judge that is "guaranteeing" my money. 2 Questions:

Do I have to pick a judge? I thought one was assigned.

If I don't have to pick a judge, is it a good idea to pick one anyway?

Judges don't do that. It's a scam. Report it to the police.
