php voting system question?

so i want to know how i would have a voting system on my website where you vote via a button and once you vote for that one specific picture, that button is turned off and you can never vote again

i was thinking doing it by testing the IP address but then if someone votes in a public area no one can ever vote from there again
and i already have a session going and i dont know how to do multiple sessions.....
