php question about pinging a link ?

what is the right way to make this code
I have 3 links
I want to make php code to ping them randomly
for example
ping link 1 :possibilities of pinging it is 80%
ping link 2 :possibilities of pinging it is 10%
ping link 3 :possibilities of pinging it is 10%
then if this link are work then redirect to it
