HTML (HyperText Mark-up Language) is the language that is used to create web pages. HTML is limited in that it cannot be used to create pages that would appear differently under different conditions. That is HTML pages are static.
PHP is a web server-side scripting language. In English, it is a programming language that is used to develop websites. PHP enables those pages to have some kind of dynamic function, e.g. the ability for a person to log in to a website. Once that person is logged in, their name and other information concerned is pulled from a database and displayed. PHP is said to be a dynamic language.
VB Script, on the other hand, is, at first glance, a client-side scripting language. It also introduces some dynamic functionality to web pages, however, this is limited to what can be done by the web browser itself, as opposed to the web server. That said, I must point out that VB Script can also be used as a server-side scripting language when developing class Active Server Pages (ASP).
