Photoshop is being annoying.?

So I know alot about photoshop but for some reason I never learned how to put a second picture in. I create a new layer for it but then when I try to copy and paste it won't paste. If I go to open/(picture) it will open in a seperate project. This is getting annoying.
BTW I'm running photoshop CS
