PHOTOSHOP i want to make a transparent layer?

i want to make a transparent layer over a clean picture to make it look old

for example

how would i do this???

how would i go about doing this in photoshop

Go to the bottom right of ur photoshop your "layer section". You should see a dustbin, click on the icon right beside the dustbin that looks like a fold paper and you should have a new transparent layer. You could add colour to it by going "Edit -> Fill".
 
on the right side of the screen in the layer section...change the opacity level to a desired setting. try doing many different layers with different colors.
