photoshop help?again?

ok im new to photoshop im trying to make a layout but the firts step is to open a new file by clicking file/new and enter the width and all dhat stuff but the thing is i dnt know how to open a new file
i cant find where it says
{file/new}
i dnt see it no where on photoshop
