Photoshop,GIMP,Paint Tool Sai,or Paint.net?

Which of these are the best in order.
of course i already know Photoshop is the best but mainly out of the other three which are best(i know sai costs too)
 
i think photoshop is first and then painr tool sai then DIMP and then paint.net
