Photoshop elements 8 or photoshop CS4, which is better for digital scrapbooking?

Basically, CS4 has much more features, but also is harder to use.

You can get great effects very easily with Elements, but for complete customisation you'd want CS4. For creating a scrapbook i'd advise elements. Especially since it is significantly cheaper.
