Photoshop Elements 4 help!?

Lawyer >> New Adjustment Layer >> Selective Coloring .

I'm trying to use the Pale Pink Color turtorial on createblog but in I cannot find the selective coloring or Exposure tool.

I'm pretty sure selective coloring is a relatively new feature, it wouldn't be on Elements 4
