I can help you with controlling color of some parts.(eyes,hair)
1. Click 'quick mask'.(You might find the location among the right tool box.)
2. Set the foreground and back ground color to black and white.(There is button which can return them to black and white which is located on the left tool box.)
3. Select brush tool and paint the part which you want to change color.
4. Click standard mode.
5. Go to Select---Inverse.
6. Go to Layer---New adjustment layer---Curves
7. Select RGB, Red, Blue, Green modes and control the graph.
P.S You can use Hue/Saturation, color balance to change colors too.
About make ups.
1. Select healing tool and click the point like pimples.
2. Or click blur tool and make it smooth.
3. You can use stamp tool to cover some large parts.
