Photoshop CS Layer one photo onto another?

I have a photo that I want to put another smaller photo in the corner of the main photo. How do I do this? I think I have to use layers. Do I start with the first photo, then start another layer, or start a blank layer and open the first photo, then what? I would appreciate your help. Thank you.
