Photoshop cant close or select anything?

Photoshop cs4 is unable to close, and im hearing a loud beep beep when i try to click anything else. i think its this tool i opned that selects certain colors looks like an eye drop. What do i do?
 
do what reid said and the litle eye drop thing is 2 pick colors on the screen in case you were wondering
 
Reboot your computer, it is the performacne of the pc, just reboot then trying it again.
