photography question?

im trying to become a photographer and my friend shea has a program for pictures where the whole picture is in black and white except for like one object like a flower, eyes or sunglasses etc. does anyone know what it is? and do you know if it's affordable?
 
You can use GIMP for selective coloring. It is free to download.
