photography question!! about my camera!!?

i have to take blurred motion, stop action, and panning photography for my class. and to do all three of those, you have to change your shutter speed. but the problem is that i cant change my shutter speed on my camera. the manual says that the shutter is programed to do it on its own. like it sets itself. but thats not gunna help me cause how will it know when i do blur and then stop action. so what am i supposed to do.
