Photography : is 18-55 lens enough for beginners?

I wanna learn photography and hence planning to buy Canon 1000d or nikon a 200.

Yes it is. However if you can get a deal with a combo for the same price go for the 135 lens. It will offer more options.

I know with the Nikon deals happen all the time where a kit with an option lens is the same as the standard lens. Look online at a few places.
