photography etiquette?

I'm new @ this. I will be carrying a DSLR with me wherever I go. What should or shouldnt photographers do? I saw a car crash the other day and I saw the whole scene. I wanted to take pictures but I didn't want to feel like a paparazzi taking pictures of the whole incident. Cops were there and i didnt wanna get arrested. Speaking of paparazzi, are we allowed to take pictures of random people on the streets that I may find interesting? I know its almost unethical to take pictures of celebrities because I live in Hollywood, I see them all the time but never take pictures of them. I do not want to be labeled as 'paparazzi'. I just want to take pictures of scenery, interesting people, macro, and other things. Should we take pictures of cute kids we see or should we have permission from their guardian? No one wants a photo of their kid being taken by a stranger and posted on flickr. So what exactly can photographers do and not do? Ive learned that some people do not like being taken, dont wanna get sued if any pictures of mine gets published somewhere.
 
When in public, you can take photos of whatever / whomever you want.

re: accident scene--same logic applies, but imagine someone doing that to you or your loved ones..

p.s. Stars in Hollywood? Saw a lot of homeless and tourists. The stars you saw were on the ground.
