Photography Editing Question?

Hi, I love to take pictures, and was wondering how do you edit them to go on this certain shade, like this washed out look? I know you probably need photoshop, but I was wondering, is there anything else out there that is for free like lunapic that will do this? If so, where do I search for it? Thanks! :)

you can do many things with "gimp" an open source program
(free) Gimpshop is a modified version. works great!
