Phone to sync with Outlook with no data package required

My wife had a Cingular 3125 so we could keep our contacts and calendar in sync with Outlook. I recently changed her out to an old Blackjack II that we were using for the same purpose, but last weekend AT&T sent a text message that said data packages were required for smartphones and they added it for me automatically.

I called and complained and ended up giving them the IMEI of the 3125 so they could remove the package. I'm looking for another phone that can sync with Outlook and/or Exchange Activesync to keep her contacts up to date with my phone, but we have no desire to have a data package. She doesn't need data, and if she did, hopefully WiFi is available.

I'm currently with AT&T, but at this point I'm willing to go with just about anyone if I won't end up paying more. I would rather have a phone that doesn't require a data package and stay with AT&T since I'm on a grandfathered family plan with her, but another provider isn't out of the question.

Suggestion? The only real requirements are Outlook/Exchange ActiveSync and a camera. QWERTY keyboard is not necessary. Would prefer something we could install an electronic Bible on, such as Windows Mobile.
 
If you buy the phone unlock and under no contract no you wont need a data Att might want to force you to a data plan but since you bought the phone without a contract they cant do anything about it.
