Phlegm/ congestion but not acid reflux?

My 16 year old son has been suffering from severe throat phlegm and ongoing congestion for 2 years. He has been tested for various things--acid reflux/ GERD, allergies, infections, etc. Everything comes back negative. He is exhausted fro having to spend at least 1-2 hours a day hacking up phlegm in the morning, and then continuing to spit it up throughout the day. What could possibly be causing this?
 
Even thought the allergy tests are negative, try taking Zyrtec anahistamine and Mucinex for a while and see if it stops the problem.

Allergy tests can be negative and a person still be sensitive to something in the air.

Mucinex will help thin the mucous and make it easier to get up and out.
 
No smoking here. He already uses both a humidifier and Hydrasense but they help very little. Steroidal sprays have been prescribed but cause nosebleeds.
 
Sometimes it is the simple things that doctors do not bother telling us about. My internist was the one suggesting I take Zyrtec, Mucinex and saline solution irrigation, it was not an upper respiratory specialist.
