Philips 19PFL3504D/F7 TV Malfunction?

My TV was bought for me for Christmas not even a year ago. The other night, I picked up my remote, and turned off the TV. I heard a pop sound, and screeching. I immediately unplugged my TV and waited a minute. Then I plugged it back in. It was still making that screech sound. I tried then to turn the TV on, much to my horror that it wouldn't. I unplugged it for the remainder of the night, and the next day halted the same results. I called Philips the next day and told them the situation, they said my warranty was out of date because they didn't have the date of purchase on file, so they go by the manufacture date which was sometime in August. Needless to say, I wasn't very happy. They told me to fax the receipt along with my name, phone number, and reference number to the fax number they provided to me to get the file updated so they could honor the warranty and repair the TV. My mom can't find the receipt and the Target she purchased it from is all the way in Massachusetts (I'm in North Carolina), and she can't go to the store to request a new receipt. My hands were tied, so I decided to open the TV to see what the problem was. I found everything in order, but the source of the screeching came from some sort of yellow cathode- looking thing (online it said it was a surge absorber, although nothing happened that night to cause a power surge and it was plugged into a surge protector). I don't know if that thing can be replaced, if I can replace it myself, or what. When I went to the TV repair shop they said the estimated cost would be about $145, plus the cost of parts, which was how much my mom paid for the TV. Does anyone know of a solution to this matter? This situation is putting a strain on me, seeing as how I use my TV for TV, Xbox, Computer, Wii, and everything else needing a TV to be plugged into. Please help!
