Petrol in the exhaust and cylinder of a Suzuki TS50, what would cause this ?

the other morning my brothers TS50 wouldn't start, when we tried to bump it the back wheel locked up so we assumed the piston had seized. on stripping down the engine we discovered that the cylinder and exhaust was full of fuel. what could cause this and how can we prevent it. please help if you can thanks paul
 
Well it is flooded badly could be that float stuck in the carburetor so why ur at it check the needle and seat to make sure it is good and so it wont flood again.
