Personal Statement help?

I need to write a personal statement to apply for uni, however im not at college and i want to apply for a HND, i have the grades to study this course. But i really dont know what to write, would i write it as if i were currently studying at college? Its legal studies that i want to study, do i write as if were to apply for an actual law degree?
All help much appreciated
