Perplexing brake problem with 2001 Dodge Stratus SE?

The brakes on my 2001 Stratus are almost not there. They have been serviced regularly (by my aviation mechanic husband). They have been soft meaning the pedal must go down almost all the way to the floor before they take hold. We replaced the master cylinder and there is no air in them but the problem is worse. The pedal goes all the way down and never seems to grab. The brakes will not lock up and the car does not stop right away when the brakes are applied. It is not safe to drive. We do not nknow what to do next. The Boost? A Valve? The symtoms do not completely match what the book describes. Does anyone have any ideas what we can try next?
 
Does your car have rear drums? If so check to be sure they are adjusted properly. You should be able to spin the drum by hand and only get about 2 to 3 free revolutions due to drag from the shoes. If they are not adjusted properly it would cause the problem you have. Also, did you grease the slides in the calipers? This would cause improper float of the caliper and cause your problem.
