permit test question?

i took my permit test, got 13/30 wrong and passed and my cousin just went bout a month after me and got 10/30 wrong and failed? what happened? we took it at the same place and everything.
should i have failed and her passed? or were there questions that were essential to getting right v.s wrong?
 
different graders maybe. or if you took it on a machine something glitched. either way that should not have happened.
