Period 3 weeks late, neg. pregnancy test, neg. blood test. Could I still be pregnant?

My period is now 3 weeks late, I have been getting negative HPT and a negative blood test. Feeling all the same symptoms, minus breast tenderness, that I had with my first pregnancy. My first pregnancy ended with a non complicated miscarriage in April.

I had a normal period on May 24

I hear that you can still be pregnant even if you have got a negative blood and HPT's.. true?
I'm so confused with myself, I havent been stressed.

Any input?
