Pentax Optio S6 Point and shoot digital camera will not Flash?

My sister got it at her thrift store job.... I've put it in all different modes, tried all the flash settings... we charged the dead battery.... Still the flash doesn't work! Any ideas? Can they burn out after like a million flashes? Is it a paperweight?
