That is tough not knowing anything about your interests. Both share equal regard overall, but each has their strengths. Penn State is much stronger in engineering and education, but I am not sure about the other departments.
Both are in similarly sized towns (~100,000), but Gainesville is much closer to fun stuff like beaches and Disney while State College is a few hours from anything - but that anything includes NYC, DC, Baltimore, Atlantic City. Penn State has cold and snow, UF has heat and hurricanes.
Penn State has a rep as a party town, and some really good food (it's where Ben & Jerry learned to make ice cream!), and I have never been in Gainesville long enough to check out the nightlife.
So... if you like engineering or education, I would definitely pick PSU, if you know UF is stronger in your preferred area go there. Otherwise go where you will be happy: unhappy student = bad grades.
