The money is unspent, but has already been earmarked, promised to different states for projects such as road repairs, construction work, partial school funding, and rabroad

yeah that will suck..making 200k a year and paying more in taxes than making 40k a year and paying lower taxes...
 
i don't WANT someone else to support me while i do that. if i try to start a business and fail, then i should fail, have a clue that i am doing it wrong, and do it better. or do something else.
