Pcoket Bike Neon Lights?

Hey i bought neon lights for a 49cc pocket bike that i just bought recently. and when i opend the box the plug in for the neon lights has an lighter cigratte plug in. Is there a way i can connect it to my pocket bike either from the battery or changing the plug in???? any ideas???
