payments on a car lien?

i bought a car from a towing company for several hundred dollars. and they have a lien on the car for over a 1,000 dollars. now my question is, can i make payments on that lien? if so, do i pay the DMV or the lien holder or someone else? also they said i have to apply for the car title which i have everything filled out plus some things they told me to mail out.

so can i get a title while making payments on the lien? or do i have to pay the lien first to get a title?

basically i want to drive the car legally of course.. can i drive it legally with a lien on it??
 
1. They cant legally sell it if someone holds a lein on it. They dont have the title because a bank likely holds the lien and wont release the title.
2. If you bought a used car and were not given a title at time of sale, you just got scammed, and will never see that title.
3. You cant register it without the title.
