Part of a bike that sticks out of the back wheel that people can stand on?

I was wondering the name of a metal "pipe" that runs through the middle of the back wheel of a bike.someone can stand on it and hold on to the shoulders of the rider. they are usually about 15cm each side of the wheel. they are also used in BMX riding to jump onto bars and stuff.

please tell me the name of them and where i can buy them in mebourne, australia!
