parking motorbikes on suburban streets/ buying a bike?

i live in adelaide australia and am thinking of getting my motorbike license
is it safe to leave my bike on streets anywhere out of the cbd, and if so what precautions to theft can i make
also im looking to buy a bike around the 1-2k mark that is obviously road registrable what would be good?
