Parents don't files income taxes, how do I get Financial Aid?

I am 22 years old and for the past 3 years I've been attending a community college. Well, the time has come and I'd really like to go a to four year university. I have the particular one picked out and it's in NYC. I was accepted and approved for $14,000 worth of financial aid, grants, and scholarships.

The only problem is, the approval is awaiting my parents tax records.....Well, the thing is my parents are clearly demented. Because, they haven't been filing their taxes in over 20 years. Which, in turn I CANNOT GET MY FINANCIAL AID!

It fills me with so much rage and has caused me to have this severe undercurrent of hatred towards my mother for not being concerned about fixing this mess they got them into, that is in turn hindering me in the most terrible way.

Is there ANY WAY, I can still receive this much financial aid, even with out them? I am beyond nervous to tell my adviser about this, because it is so embarrassing. But, I will tell the adviser in order to receive my money. I JUST NEED ADVICE!

Also, if you happen to know what will happen to my mother once/if she ever tries to fix it, i'd like to know. She doesn't make much money at all. Just at $30,000. She doesn't owe anything, it's her dead beat husband that does, But, they have been separated for 22 years. So i'm sure she can prove she had nothing to do with his mistakes? IDK.
Also, if you are wondering I've been paying for community college out of pocket. it sucks so much, but you have to do, what you have to do. Unfortunately I cannot pay for a school in NYC out of pocket.

Also, I will be an out-of-state student in NYC, so that should help the possibility of proving im independent, right?
