Panasonic DMC-FS15 won't upload pictures?

About a year ago I got a Panasonic DMC-FS15 (digital camera) as a gift. On my new laptop, with windows 7, I installed the disc, but the it won't upload. I went to their site, and they only have one available download for this camera, and it doesn't do anything for me. What can I do?
