painting over paint on wood deck?

i h ave wood deck that i belive was painted over with a latex paint, then i covered it with a oil paint, and a year later it is peeling off in certain areas. u tried a deck stain remover, and it got the oil off but the paint beneath it is very hard to get off, unless i scrape it off with a scraper, and it is a big deck, so i do not want to do that. i have been using a pressure washer . any ideas why the paint did not stick. thanks

you can put latex water-based paint over oil paint, but you shouldn't put oil-based paint over latex water-based paint. You should probably use latex for you next coat and stay away from the oil-based.
