Painting a Bedroom...details to follow?

I'm planning on repainting my bedroom to get rid of this little girl pink that my parents painted it when I moved away to school. Here's the issue:

Apparently the paint my mother bought was latex based so quite a chunk of it peeled off of on of the walls so obviously just painting over it is going to leave the paint uneven. So, do I just patch over it and sand it down as if I was patching a nail hole, or do I actually have to peel that entire wall?

This is probably a stupid question, but my parents don't agree on what I'll have to do, and frankly considering the outcome of their last painting job I don't know I wanna listen to them anyway.

Thanks in advance for any help!

One way is to paper over the wall with the peeled off latex, with a thick lining paper of about 1000grams (that is how it is sold. Thinner paper is 500 grams etc). Then you would need to paint over that paper with an emulsion paint. If you do not paper and paint on the wall with the latex peeled off then the line of the latex will show.
If you have only one bad wall then paper only that one wall.
Or you could, using a wallpaper steamer, peel off the offending latex and then paint as usual. The latex will soften in this way and peel off easily. This is the better way to do it. The other way is a good compromise.
