Painted a bumper and I have a question?

I started painting cars not too long ago, and my paint jobs have been coming out really nice. Well I go to paint this one bumper and as soon as I sprayed the paint it started to make a web-like pattern in the paint. I scuffed it and painted it again and it did the same thing. I used a Nason base-coat paint. I made sure the bumper is sanded well and I cleaned it with wax and grease cleaner before painting. It was slightly cold out and only a few degrees warmer in the paint booth, would the temperature be the problem or I also heard there could be static on it? Let me know, Thanks
