Outdoor socket, Can you have the OUTDOOR wire showing? or does it have to be buried?

I saw an outdoor triple socket for £14, it has the cable attached, so you just have to run the wire in to your house and plug it in.

My uncle is saying, you still have to bury the wire and you cant just plug it in, is he right?
 
No it does not need covering up or burying. It must be made secure and not laid where it could be damaged.
 
this just sounds like an extention cord with 3 outlets. Why would you need to bury it ? Buy your uncle a bone if he wants to bury something.
