Origin of the eagle?

All threw history the eagle has been used by man countrys, who was the first to have it? Rome?

I wonder how far old civilisations used official symbols at all. The old Romans had the eagle first as military sign only. Coats of arms were invented not before the 12th century. Herodotus mentions that the eagle was a symbol for the Persians and the vulture one for the Medians.
I suppose, the Romans were first.
 
Yes, Rome, the Eagle, is and has always been seen as a powerful and graceful bird, and therefor a good symbol as a bit of statuary for who ever has used it. The Roman, The french under Napoleon, The Germans with Hitler, and the Americans, are the main four that I know have used the Eagle as as symbol...
