Opinion: Is tattoo a form of art, or a way to show rebellion in our teenage years? ^-^?

I think tattoos are an art form but for the most part I don't think teenagers have any business getting any - and yes, I am a teenager, not some pissy adult. I think most teenagers aren't mature enough to really think about the fact that it's PERMANENT, and I've seen way too many cases of when they get a girlfriend/boyfriend's name tattooed that they break up with a week later or just some other unfortunate doodle that I would definitely not want on my body when I'm fifty. I personally think I'm really mature for my age but even so, the past few years that have kept me from getting a tattoo have made me realize that even I'm not totally sure of what I want to get for sure even though I had a pretty well thought out idea. If I can't make a good decision over several years how could other teenagers just come up with one in a week? I personally support the age limit of 18, although I still wish I could get one now D: At least the years of waiting with ensure that I'm happy with my final decision.
