One villain or villain of the week

How many shows even have just one or the other? There's Team Rocket, and... I can't think of any others for sure. (Transformers? I haven't seen much of the show.)

Anyway, I support a central villain with a healthy backing of underlings, with a few others trying to get in on the game. However, I also prefer my minor villains to have at least a little depth in themselves and show up later - even taking the existence of supervillains and such for granted, it's reasonable to assume that there wouldn't be that many, but they could also be recurring threats. (For example, I've thought of various Birdman villains who could have been condensed together, and the show would have been better for it.)
 
I've been sitting through my She-Ra sets recently, and I think that show had the perfect balance of recurring/main villains:

You had the MAIN villains of The Horde, led by Hordak, but under that main villain who would appear in virtually episode, there was a rotating cast of underlings:

- Catra
- Scorpia
- Mantenna
- Leech
- Grizzlor
- Shadow Weaver
- Imp
and a few other one shot villains. Sometimes an underling would have an episode to themselves with no appearance from Hordak whatsoever, sometimes there would be a mix of them working together. He-Man was the same with it's villains under Skeletor.

Say what you will about Filmation's cheap animation, but they knew how to handle their villains to keep them from getting stale.
