Non compliant means that the person in question isn't following orders where ever those orders come from (parent, teacher, judge, etc). It can relate to every part of life but the case of an offender it could be anything from giving the wrong address and personal information to not registering as a sex offender or not attending meetings or treatment groups such as AA or NA or any other support group this person is required to go to.
