One hip being higher than the other can mean a lot of different things. When I was 13, my mother noticed that one of my hips where higher than the other, and it turned out I had scoliosis. This may not be the case for you, not everyone's body is perfectly symmetrical; but if it's a notable difference and it really concerns you, go see a doctor.
