On Photoshop how do I use layers?

How do I... eg. I have picture of a person, and a picture of a tiara from google images. How do I put the tiara on top of the person as another layer? When I try to open another picture (eg. the tiara) the background, the first picture disappears...(eg. the person)
 
I'm guessing that the picture of the tiara has a background. So obviously the tiara AND the background have been added on top of your picture. If you look at your layers palette on the right corner (normaly) then you'll see that you have 2 layers.
You'll have to extract the tiara from the background of the tiara.. maybe if you post a picture of the tiara it would be easier to explain. But if it's a uniform colour then just use the magic wand on it.
