On Photoshop elements 7 is it possible to colour in a hand drawn picture?

I've recently got photoshop elements and I want to try colouring in one of my hand drawn anime pictures. I know i haven't got photoshop Cs4 which is recommended but i couldn't afford it :(
So would someone give me some tips on how to colour it in so it becomes like a professional picture?

Ps. I'm pretty new at photoshop so tips in simple english are desired :)
