On Blogger, my "browse" button under the HTML tab is gone! How do I upload templates?

I'm new to blogger, however I'm fairly computer savvy and this is bugging me. I'm trying to change the template on my Blog site on blogspot, and the directions say that in order to upload an XML file that I downloaded, I need to go to the HTML tab under Template and click the browse button and find the file I downloaded. However, when I go to the HTML tab, the browse button doesn't exist and I have no way to upload the file. Any ideas as to how to fix this?
