Old Windows 95/98 flying Game?

There used to be an old Windows 95/98 3D flight sim/shooter game involving flying over structures on land and sea and having to take out a variety of targets. At the end you had to shoot down a giant snake. Does anyone know the game I am describing? it was really fun and I am trying to find it again.
