Your screen is cracked. You would have to check with the phone's manufacturer, or your cellular company to find out how much the repair costs will be. The screen will have to be replaced. If you have the accidental damage insurance on it, it will be covered.
I have no idea how much the repair would cost without insurance, but at least it isn't water damage, so it should be repairable.
If there is absolutely NO marks on the outside of the case at all to indicate it's been abused, and you can not see a crack in the screen, and the phone is less than a year old, you *might* get lucky and get it replaced for free if you take it in. The green spot will keep growing, and would have kept growing anyway, even if hadn't been dropped the 2nd time. Once the seal is broken on the screen, the damaged area will continue to spread.
