Oral is still sex, but I'm going to assume you're referring to vaginal sex. Anyway, you both have to decide you're ready to take your relationship to the next level like that. Guys have more testosterone, so any kind of action is usually okay. As for girls, it can be easier said then done. If she's never done it before or this is new for this relationship, she can be very nervous and will need time to loosen up and gain some confidence. Don't pressure her to do anything though, let her come to you. Tell her that you're ready whenever she is and reassure her that whatever she does is great. Telling a girl she sucked and it was horrible is nerve-wrecking. Even if she is bad at something, try saying something like, "that was great, but I'd like it even more if you..." and so on. Be sensitive, these topics can be difficult for many people. Try being romantic, things will just happen on its own. Good music, flower pettles, candle light setting, being alone, sharing your feelings...I'm sure it'll be less awkward and she'll open up more.
